The application allows you to change the output size for your video to 720 but the quality will be awful since you're converting a small resolution to HD specific size. Backward process is acceptable but in this case you will end up with stretched resolution, so it's not recommended.
The PMB software which came with the camera is 'broken'. I have tried to re-install it, no use. So I am looking for another software to upload my MTS videos. My OS is Windows 7. Does the Movavi Video Converter serve the purpose?

Movavi software is a video converter. It isn't advised to use such a tool for the job that you want. You can download the videos from your camera to the PC using only a USB cable. To do that, visit the following website, choose your OS and a tutorial will be provided about this matter. Also, on the site mentioned, you can find a troubleshooter that can help your install the PMB software.
